Rill moved in to try to get the spooky house for herself, four months later stuff went sideways and now she's running damage control, while still trying to salvage her original goal.

Plaire Stevens: Doesn’t have cop shoes.
The Feds: Want to consolidate power, not much current power in the state.
Mondol: Wants to own everything. Probably a neural net.
Rill Parsons: A vampire. Wants the spooky house, and possibly to take over the town. Wants the police force to be smaller, and has done so.
Temperance Walsh: Parsons’ secretary. Vampire, thrall or half.
The Old Librarians: ??? Mystic stuff. No recorded history. Parsons has the deed. Also the file.
Jolas Alstott: ??? Former member of The Day to Come
The Day to Come: Defunct cult aiming to prepare humanity for a strange new world. Unknown where their members are now.
Larry Montane: Became a senator after losing the mayorship.
The Spooky House? Is maybe indestructible, and drinks blood. The core of the house is likely very strong, though removing parts allows them to be damaged normally.
Officer Johnson: Massive asshole, zero ambition.
Ninelives Cops: Lazy, hate working for Mondol.
Bebe: Bad at keeping secrets.
Cici: Doesn’t know. Got released from pet duty after her eye injury. Wants Plaire to be safe.
Deedee: Very serious and by the book. Wants to be a police officer. For some reason, turned the chance down multiple times, then became distant. “it's not always that simpl'e.” Would narc us out.
Ezra: Wants to run a toy store? Doesn’t practice anything stronger than haunted dolls.
Afu: Will go on vacation when Marlow’s daughter returns. Pro gamer.
Marlow (Tuck): Wants to see the inside of the spooky house, has ghost hunting equipment. Conspiracy nut. Felon for something. Used to be head of maintenance at the Mondol Mall. Knows where everything is that matters.
Marlow’s Daughter: On vacation right now, was into the occult?
Kate Halford (Demona Brimstone'): Wants to see cool stuff. Daredevil. Very punk. Hates cops, but loves crime shows. Works at Lou’s Diner on 12th street.
Heather Halford: Sharper than we give her credit for. Unsure what she does. Unsure if she has a husband.
Harv: Drummer for Biggest Shrug. Works at an auto shop. Has history with biker gangs. Got beat up by guys with masks.
Rip Brutalis: Lead singer and guitarist for Biggest Shrug. Not very good.
Marco: Works at the 24/7 Mondol Mart, doesn’t care if you smoke level in the store.
Maria Emperatriz: Wants to keep her measly one-horse operation if only so people can have somewhere they can go without having to go crawling to Mondol. Wants space gardens to become commonplace. Likes tinkering. Built the sprinkler system in her store, which put out a Molotov without a scratch.

Bus: Attitude Regarding the System is a strong 7. Keeping track of anyone who asks about us. Has things she does not know about, so that she will not talk about them. This means there may be another layer to her that is not usually active, Chobits style.
Other Chariot MT AI: Presumably the same.
Franklin: Blind, on the money about ghosts. Gets free food from Maria’s. I think he sees more than he lets on. EM induction fields are "making more ghosts" and that low frequency towers are "waking up things best left sleeping"
The Animal Control: Twenty six tube cops really isn’t a lot in the scope of things. Don’t want anything for now, but have an undisclosed contract.
Wudju: Uber for chores.
Fuse: Revolutionary working for Mutant’s Rights. Recently back stateside.
Caius Finch: I dunno, to live a decent life?
Leopold Finch: Socialism, probably. To tear down this corrupt system and the people who make it.
